Directions for adult leadership serving on or supporting an Eagle Board of Review.

If you’re new to serving on an Eagle Board of Review, first read Board of Review Guidelines — it covers who can serve, how the Board convenes, and how the interview and decision process works. This page covers the paperwork mechanics for board members running check-in on the night of the review.

Board Instructions

  • The Congratulations letter stays with the Scout; it’s already signed at the bottom. All members of the board should sign the “Etowah District Advancement Committee” line at the bottom.
  • The advancement form has 3 copies, each of which needs to be filled out. One copy goes to the Scout, one to Council, and the third stays with the district. Fill out the Scout’s unit number (e.g. T457), the leader name as indicated on the Eagle Application, and the address noted on the application.
  • The Chairman signs the left signature box with the title “Chair”; other members sign the remaining two boxes. Fill in the Board of Review date, the Scout’s name, and the Eagle Board date as the “Date Award Earned.”
  • The Eagle Board Chair signs the line “Signature of Eagle Scout board of review chair,” with the date of the Eagle Board on the right.
  • Make sure the Scout’s handbook is signed for their Eagle rank, if they brought it.

Check-In Checklist

Before the Scout is seated for their Final Eagle Board of Review, confirm:

  • Project approval and completion signatures are in place, along with the three required workbook copies.
  • The application has Council approval, signatures, and a life purpose statement.
  • Whether reference letters have arrived. Note if any are missing — per national policy, the board must go forward without them if, after diligent effort, one or more references never responded; the board must not deny or postpone the review for that reason alone.
  • The Scout has the required 21 merit badges, all dated before their 18th birthday, and has held appropriate leadership roles.

After the review, confirm the three advancement forms, the application, the Congratulations letter, and the Scout handbook are all signed, and that next steps have been explained to the new Eagle Scout.
